Why isn't the country of kuwait helping the U.S with our fuel crisis?

Kuwait's oil minister has stated that they believe that supply and demand are not causing the high oil prices. They think that speculation, lack of refining capacity, the decline in the dollar and geopolitical factors are causing the high prices. I think those issues have to be considered because the pricing of oil seems to be a matter of great difference of opinion among ysts.
