Why would he want to wait?

So I've been friends with this guy for a little over a year now. We had chemistry right off the bat. At parties we usually end up making out. In the past we only hung out in a group setting but a few weeks ago we decided to hang out alone. We ended up making out and doing "other stuff" that involved no clothes, if you get my drift ;) When I asked if he had any condoms though he said he wanted to wait to actually have . We have hung out alone 4 or 5 times since and still he says that he wants to wait. I'm a little confused because he has a reputation for being promiscuous. I know there are a lot of kids who post on here so I'm just going to clarify that I'm 22 and he's 30. So, my question is: what would make him want to wait?
