The top of my internet window won't stay put, but only appears when my cursor is over it.?

I'm not sure what it is called, but the toolbar thing, that has the address bar and the favorites and etc, dissapears, but only reappears when my cursor is over in that area. i don't know what i pressed, but i want it back, so that it stays.
